RTC4: Step motor commands through SAM interface
Description:
Introduce the move_to RTC4 command through the optic module.
So only as SAM commmand, no user interface.
Also realize the set_control_mode for blocking the higher 8 outputs bits and reserve them for stepper motor commands.
