User without "Load" Privilege should not be able to load files anyway
Description:
User without "Load" Privileges still can load files through following ways:
1- In SAMLight -> File -> Recent Jobs
2- open any *.sjf file from PC will load the files to SL
3- drag *.sjf file to SL
