Without width and height definition in root of SVG, the default unit for SVG should be mm
Description:
The default unit for imported SVG files is mm if widht and height are not specified in the root element of the SVG. If both parameters are given with a value but not with a unit, the default unit is pixel.
Currently, not only the root element of the SVG is checked for width and height but also the SVG itself leading to wrong unit of pixel instead of mm.
