New user level privilege "Show pens (if no edit)"
Description:
A new user level privilege is added, so that the pen settings can be displayed, but not edited.
This new privilege is called "Show pens (if no edit)".
The read-only privilege is only functional as long as other privileges concerning the pen settings are deactivated.
The pen list should be visible even without the privilege "Pen Adjust". If this privilege is deactivated, the "Apply" button on the mark property page should be removed.
