Allow 4MHz also for JPT laser tpye with USC-3
Description:
The USC-3 card can send Laser_A signals with up to 4MHz but this frequency is currently limited for JPT laser types to 1MHz in SAMLight.
Now, Laser_A signals up to 4MHz for JPT laser type with the USC-3 are required, for the USC-2 card up to 2MHz.
