Redesign and optimization of resource dialog in sc_setup for unicode translation
Description:
The resource dialog in sc_setup should be changed in the following way:
- checkbox to select unicode resource or old multibyte.
- instead of radio buttons drop down menu with all available resources (unicode or mutlibyte)
- Add Language button with text field for easy creation of new language (unicode).
