Add new flag 'Keep Manual Splitline Changes' in splitting dialogs
Description:
This new flag should be available for all split modes where a manual adjusting of split lines is possible. If this flag is enabled the manual adjusted split lines should not be changed by resplitting. To reset the split lines disable splitting is necessary.
